Why not one-stop motor vehicle certification?

In the move to make the cost of doing business in Jamaica more affordable, we need to cast a light on how we deal with simple matters such as collecting fees and taxes.
Motor vehicle registration and fitness fees are among the most paid taxes and ought to have high compliance. This, as they are inescapable by all motorists, and you can’t have one without the other.
However, the system used to determine if a car is suitable to be on the road is inefficient and costly for both Government and taxpayers alike.
Motorists are expected to visit several locations to do these transactions. Why not simplify the system? Instead of conducting two separate transactions — one for fitness and the other for licensing/registration — set up a combined system of certification. Also, instead of a year, give the option to do this for up to two years, with the revenue increased to match the lengthened periods. There should be no loss to Government, and instead of two printed documents we would have one, and both fees could be rolled into one payment with persons who want short periods — 3 months or six months — being charged a small premium to account for time and documentation for shorter times.
We are currently allowed to pay our fitness fees and have the examination done in one go, one stop. This should apply to all vehicle-related transactions, excluding traffic fines.
The transformation of the public sector in this area could help to boost the business profile of the country in terms of paying taxes.
