ALBERT Gordon has been appointed director-general of the Office of Utilities Regulation (OUR) by Governor General Sir Patrick Allen, effective November 1, 2013.

He succeeds Maurice Charvis whose tenure ends on October 31.

Gordon, the outgoing president of the National Water Commission (NWC), has several decades of extensive experience in water, sewerage and electric utilities in the areas of policy development, regulation, planning, feasibility studies, project development and evaluation, financial modelling, project financing, negotiation of project agreements and public private partnerships.

Prior to his tenure at the NWC, where he also served as vice-president, project administration and vice-president, corporate and strategic planning, he held several senior managerial posts in strategic planning, Private Power Projects and Generation and Transmissions Systems development planning at the Jamaica Public Service Company.

Over his career in the water sector, some of the projects Gordon has led included the implementation of a US$52-million sewerage project on a build, own and operate (BOO) basis and the preparation of project proposals, assisting with negotiation of project agreements and financing for major water supply and sewerage projects with total capital cost amounting to more than US$550 million, among others, according to a release from the OUR.

The release said that his work within the area of energy included assistance with the development of the energy policy and strategy for private sector participation in the power sector in Jamaica. He also led negotiations in five BOO contracts worth over US$310 million in the electricity sector in Jamaica.

“As a private consultant, Gordon prepared the tender documents and drafted the Power Purchase Agreement for the recently completed West Kingston 60 MW Power Plant,” according to the OUR.

Gordon, who is locally and internationally trained and is published (West Indies Journal of Engineering, 1988) comes to the position with a BSc in Electrical Engineering and an MBA (Finance), with distinction.
