NCB refused my money

On Friday, February 13, 2015, I visted the Duke Street branch of National Commercial Bank (NCB) to make a lodgement in a relative’s account.
While standing in line, a lobby officer approached me and asked the purpose of my visit. I advised her of my intention to lodge $38,000 in my loved one’s account.
She advised me that I would not be able to make that lodgement as only amounts over $100,000 were accepted at the counter. I indicated that the account was not mine and so I did not possess an ABM card for it. Still, she said I could not make the in-branch deposit.
In disbelief, I asked for an explanation. Long and short of it, I was not allowed to make the lodgement as it was too small an amount.
Are we serious in Jamaica? Is this a policy a country facing so many challenges can afford to make? Does the International Monetary Fund know about this? Is this their idea? Has NCB publicised this policy? Again, are we, in Jamaica, serious?
Anyway, I still have the $38,000 and will be advising my relative to seek another bank.
