I would like to know why my Dendrobiums are only shooting short spikes.

One reason could be the species, another could be too much fertiliser.

What would make the Vanda leaves close and wrinkle? They have always looked extremely healthy.

If your orchids have always done well, then I suggest you check for root problems, especially if they are wilting.
Another reason is that maybe you have not been watering as much as before. Wilting is also a sign of improper absorption of water by the plants.

What is the best fungicide and insecticide to use on my orchids?

It depends on the type of fungus and insects you are having a problem with. Systemic pesticides might be an option, especially with the current heavy rains – as the plants absorb the chemicals.
