Prisoners charged in fraud scheme with correctional officers
KINGSTON, Jamaica — Two inmates at one of the island’s adult correctional facilities were last Thursday charged for breaches of the Forgery Act by detectives from the Major Organized Crime and Anti-Corruption Agency (MOCA).
They are Andrew Pryce and Toraino Rowe, who are both serving prison sentences for fraud.
A news release from MOCA said that the charges resulted from an ongoing investigation which led to the arrest and charge of two correctional officers, Randy Palmer and Toraine Tulloch in December 2016, for their involvement in a fraud scheme being operated from inside the correctional facility.
It is alleged that Pryce, who is believed to be the mastermind, and Rowe conspired with the correctional officers who posed as policemen and entertainment producers to fleece people of large sums of money.
Pryce and Rowe are scheduled to appear in the Kingston and St Andrew Parish Court on January 18 and January 19, respectively.
