Groom of Book of Rules fined, suspended
The First Instance Tribunal delegatees of the Jamaica Racing Commission, on February 27, 2017, conducted an investigation under Section 25 of the Jamaica Racing Commission Act into a report by the racing chemist that a urine sample taken from the horse Book Of Rules on November 4, 2015 indicated the presence of propranolol a prohibited substance under the rules of racing.
The split sample was subsequently analysed at the Chemistry Department of The University of the West Indies, in the presence of the referee chemist, where it was confirmed that Propranolol was present in the sample.
During the investigation, the tribunal heard evidence on behalf of the commission, as well as evidence from trainer Neville Peralto, owner Desmond Munroe and groom Fitz Albert Hyatt. Hyatt admitted that he administered a substance on the horse on the raceday.
After considering the evidence, the tribunal:
(1) Accepted the finding of the racing chemist that the urine sample taken from the horse Book of Rules contained the prohibited substance propranolol and pursuant to Rule 247 (1) of the racing rules, disqualified the horse from the race in question;(2) Imposed a fine of $75,000 on groom Fitz Albert Hyatt and warned him off all courses where the rules of racing are in force for a period of 18 months with effect from February 28, 2017. Fines to be paid within six months;(3) Owner Desmond Munroe and trainer Neville Peralto were found not liable and exonerated.
