Former manager at Manchester Parish Council facing fraud charges
MANCHESTER, Jamaica — David Harris, the former secretary manager and director of finance for the Manchester Parish Council, has been charged with breaches of the Forgery and Anti-Corruption Acts.
The charges stem from a Major Organised Crime and Anti-Corruption Agency’s (MOCA) raid on the organisation last year.
MOCA said its investigation began in early 2016 following reports that employees of the Manchester Parish Council were using their position to commit acts of corruption and fraud from parish council contracts/funds for their own benefit and/or that of others.
In June 2016, detectives from MOCA, the Financial Investigations Division (FID) and officers from the Office of the Contractor General (OCG) conducted an operation at the organisation during which several documents, electronic devices, more than $1,600,000 and thousands in US dollar were seized.
Sanja Elliott, who was the deputy superintendent of Road and Works at the time, along with others were subsequently arrested and charged with fraud.
However, MOCA said in a statement Friday that Harris’ involvement was revealed during further investigation and analysis of the documents and equipment seized in the 2016 operation.
He was arrested last Thursday.
