All bark and no bite?

The recent admonition from the Island Traffic Authority Director Kenute Hare that certain offenders will be specially targeted this year is not a warning that is foreign to us but rather one that seems to transcend time in Jamaica.
The warning was issued categorically to motorcyclists who have removed the silencers from their mufflers and motorists who fit their vehicles with multicoloured lights.
In my daily commute in and around the Corporate Area I see and hear these motorcyclists who blatantly ride around with the loud mufflers; they are not hiding.
I need not delve into the nuisance that results when they see it fit to ride into communities at various hours of the day and night.
The multicoloured lights are blinding, especially at nights, to say the least. Additionally, some drivers, for some inexplicable reason, deem it appropriate to retrofit garish lights to their vehicles, which makes driving at nights hazardous for law-abiding citizens.
Police officers will be armed with the New Road Traffic Act and its regulations in a matter of weeks. Will it be the same old, as in all bark and no bite, or will the authorities enforce the Act without fear or favour?
