The Financial Investigations Division (FID) and the Jamaica Constabulary Force (JCF) have formalised an agreement to support law enforcement operations through the use of assets that have been lawfully recovered under Jamaica’s proceeds-of-crime framework.

According to the entities in a press release, the agreement, signed on Wednesday, April 22, 2026, grants the JCF access to assets with estimated value of approximately J$174 million, to support operational and specialised training requirements.

The arrangement reflects a deliberate national strategy to ensure that the assets derived from criminal activity are not only removed from illicit circulation but are actively redirected to strengthen the State’s capacity to deliver security and justice, the release stated.

This initiative forms part of a wider asset recovery approach led by the FID, in collaboration with local and international partners, which targets the financial underpinnings of organised crime. By identifying, restraining, and ultimately repurposing illicit wealth, the State continues to reinforce a clear message: criminal conduct will not generate enduring benefit, the release stated.

Speaking at the MOU signing, Chief Technical Director of the FID, Dennis Chung, said, “This is what modern crime-fighting collaboration looks like; focused, coordinated, and outcome-driven. Our work goes beyond investigations to ensuring that the proceeds of crime are effectively recovered and redirected. When these assets are put into productive use, the public can see clear and measurable benefits, and it reinforces the principle that crime does not pay.”

Commissioner of Police, Dr Kevin Blake, said “It is important that Jamaicans can recognise the tangible outcomes of supporting law enforcement. This arrangement strengthens our operational capacity while demonstrating that resources once tied to criminality are now being used in service of the public. It reflects a broader commitment to building safer communities and improving the overall quality of life for our people.”

The agreement is touted as another example of strengthened inter-agency cooperation, where enforcement, intelligence, and financial investigation converge to deliver sustained impact.

It reinforces the Government’s strategic focus on dismantling criminal networks not only through enforcement action, but by stripping away the economic incentives that sustain them, the release stated.
