KINGSTON, Jamaica — Minister of Local Government and Community Development Desmond McKenzie is urging Jamaicans to take greater responsibility for the proper disposal of solid waste as the country continues to grapple with the effects of improper dumping on communities and the environment.

Speaking during the opening of the George’s Plain Temporary Holding Area, a new waste-transfer facility in Westmoreland on September 11, McKenzie said Hurricane Melissa had highlighted long-standing issues stemming from improper waste disposal, particularly the indiscriminate dumping of garbage in drains and gullies.

He noted that more than 17 tonnes of garbage had been collected in Westmoreland since Hurricane Melissa, underscoring the volume of waste recovered from several drains, gullies and waterways.

“Hurricane Melissa did extensive damage to this country. But some of what we experienced was because our drains and our gullies were blocked long before [the hurricane], even though the municipalities did cleaning,” the minister said.

McKenzie pointed out that cleanup efforts had revealed the presence of bulky household items in blocked drains, including old refrigerators, washing machines, televisions and mattresses.

He argued that maintaining clean communities cannot rest solely with the National Solid Waste Management Authority (NSWMA) and local authorities, but also requires a greater sense of civic pride and personal responsibility among citizens.

“We cannot, as a country, accept the level of indiscipline that is being played out across the country in some areas. We need to develop a culture of civic pride in this country,” the minister maintained.

McKenzie said the Government is nearing the implementation of fines for littering, with discussions on the proposed measures in their final stages. He added that further dialogue will be undertaken to address the issue of improper garbage disposal.

He indicated that the measures are aimed at addressing the continued misuse of public spaces and promoting greater responsibility in waste-disposal practices.

McKenzie noted that the ministry has made significant investments in the NSWMA, including hiring public education officers to support efforts aimed at improving waste-disposal practices and educating the public.

Meanwhile, he commended solid-waste workers for the essential service they provide, noting that he has devoted several events in recent months to honouring and recognising NSWMA staff for their invaluable contribution.

McKenzie said the workers continue to carry out their duties even under difficult circumstances.

“I have seen the work you’re doing, and I can only say thank you,” he said.
