ISSA clears KC of quota rule breach following Vauxhall complaint

The Inter-Secondary Schools Sports Association (ISSA) has cleared Kingston College (KC) of any breach of its quota rule after dismissing an allegation made by Vauxhall High concerning the eligibility of four players on the North Street-based school’s under-19 football team.

In a letter dated November 2, 2026, and addressed to Vauxhall’s principal, ISSA’s Competitions Department said its investigation confirmed that all four players identified in the complaint were legitimately registered to Kingston College.

The allegation, made by Vauxhall, identified the four active players on KC’s roster as quota players, raising questions about whether the school had breached ISSA’s quota regulations.

However, a review of ISSA’s registration database found that Kingston College was within its rights to field all four players.

The investigation did identify an issue involving the classification of one of the players, who began representing KC in 2025 after being admitted to its sixth-form programme from a private institution.

The player had previously been registered by an ISSA member school during the 2021-2022 academic year, at the height of the COVID-19 pandemic, but was subsequently designated as a non-quota player.

According to ISSA, that designation was removed before the player’s registration and participation for Kingston College in 2025.

The association explained that the decision was based on the absence of evidence that the student had represented any ISSA member school before his registration at Kingston College, despite having been listed on ISSA’s registration database for more than four years.

ISSA said its findings supported KC’s right to use all four players identified in Vauxhall’s complaint.

“The findings therefore suggest that Kingston College would be well within their rights to play all four players identified in the allegation,” the letter stated.

The association added that the checks and balances undertaken by its Competitions Department would have provided the necessary clearance for all four players to participate.

The ruling removes the eligibility cloud hanging over Kingston College following Vauxhall’s complaint and confirms that the school did not breach ISSA’s quota rule in relation to the four players.

Kingston College had defeated Vauxhall High 3-1 in their opening Zone 3 match at the Stadium East on Saturday.
