KINGSTON, Jamaica — The Jamaica Civil Service Association (JCSA) in a statement on Tuesday clarified that recent statements made by its former president, O’Neil Grant, are not official statements on behalf of the organisation.

Citing media reports attributing statements on behalf of the association regarding the recovery of salary overpayments arising from a public sector compensation restructuring exercise and 2025 – 2028 wage negotiations, the JCSA said, “While Mr Grant has every right to express his personal views as a former trade unionist and industrial relations practitioner, he is not a member of the current Executive Committee, is not part of the JCSA’s negotiating team and is therefore not authorised to speak on behalf of the association.”

Instead, the organisation stated unequivocally that the only official spokesperson authorised to communicate the association’s positions on negotiations and matters of national industrial relations is its duly elected President Techa Clarke-Griffiths, or other individuals expressly authorised by the Executive Committee.

The JCSA shared that along with the Jamaica Confederation of Trade Unions (JCTU) it is actively engaged in discussions with the Government on matters affecting public sector workers, including the 2025–2028 wage negotiations; issues arising from the public sector compensation restructuring exercise; the recovery of salary overpayments; and other matters impacting the welfare and livelihoods of public officers.

It expressed that it will continue to communicate its official positions through its established communication channels, including official press releases, statements issued by the Office of the President, and authorised representatives of the association.
