License bicycles as well

Recently the relevant authorities decided to institute a law for handcart drivers to pay a licensing fee for their carts. My concern is there are no plans in place to also license bicycles.
They are a hazard to motorists on the road. Sometimes they ride any-how, by dilly dallying and forcing themselves between vehicles leaving scratches. Then, all they do is to tell you “sorry” with the expectation to walk away with out compensating you, the motorist, for the damage that they have done.
But, on the other hand, when you hit them off their bicycles they want you to compensate them on the spot; and if their bicycle is damaged ‘you better have money to pay them’.
The relevant authority should look into this idea.
