Ex-cop, sister found guilty in beheading of taxi-man
ST ANN, Jamaica — Ex-cop Jeffrey Peart and his sister Roxanne Peart have been found guilty by a 12-member jury in the St Ann Circuit Court for the 2012 murder of Hanover taxi operator 48-year-old Delroy Frame.
Frame’s headless body was discovered at Wild Cane, Cave Valley in the parish on May 19, 2012 and his burnt out car found about a mile away at White Sand.
After five weeks of evidence, the jury panel retired at 3:15 pm today Wednesday, November 18 and returned at approximately 5:38 pm with the guilty verdict.
Dressed in black suit and blue shirt, the usually well dressed ex-cop who showed no emotion throughout the trial bowed his head on hearing the verdict. An obviously pregnant Roxanne Peart cried while rubbing her stomach with one hand, a rag held to her eyes with the other.
The two are scheduled to be sentenced on December 12.
The prosecution had presented evidence which suggested that the Peart siblings planned and executed a plot to lure Frame from Hanover to St Ann where he was killed and decapitated.
A post mortem report revealed that there were three attempts to cut Frame’s throat while he was alive. However, he was decapitated after death, the report said. Frame’s head was never found.
The Pearts who were living in Westmoreland at the time are from Bohemia district, located about two miles from the heavily vegetated crime scene.
Evidence presented by cybercrime experts based on call data presented by a cell service provider placed both accused in the area on the night of May 19. A statement from Jeffery Peart’s girlfriend Kadena Jarrett, now deceased, indicated that she lent her car to the then cop presumably to visit his relatives in Manchester on May 19.
Jarrett in her statement said that when her car was returned it had blood and mud in several sections including the trunk.
Although Jarrett had the car washed, forensic experts where able to gather evidence from the vehicle, which matched blood at the crime scene and from the headless body.
Peart, who was member of the Jamaica Constabulary Force at the time of the murder, was involved in a court case with Frame on corruption charges after the cop allegedly demanded $30,000 from the taxi man for the release of his impounded cab. Frame had reported the cop to his superiors.
