KINGSTON, Jamaica — People’s National Party’s (PNP) Spokesman on Works, Richard Azan is expressing concern over what he says is the award of river training and bushing contracts now underway in the South East St Mary without adhering to the established procurement guidelines for selecting contractors for projects of this nature.

Azan, in a release this afternoon, questioned the methodology used to award the contracts and whether these works are being used to influence the outcome of the impending by-election. He said that there is widespread de-bushing, river training and sprucing-up activities taking place in South East St Mary.

The PNP spokesman added that “brigades of mostly young men are stationed at various points throughout the constituency with cans of green paint, marking fences, light poles as well as the road surface, which is now evident on the streets of Enfield”.

According to the Spokesman, there is no Member of Parliament to which information can be given about these works; there is no published evidence of which he is aware that identifies the contractor(s) who were awarded these contracts.

He also highlighted what he regarded “as little information” gleaned from the minister of state responsible for works, regarding these contracts.
