MONTEGO BAY, St James — The court has determined that a man accused of murder after being caught on video repeatedly hitting a man in the head with a rock has a case to answer. A St James parish judge made the ruling last Friday. The dead man was believed to be mentally ill.

After perusing the file, presiding judge Sasha-Marie Smith-Ashley determined that there was sufficient evidence to send the case to the St James Circuit Court.

Rushan Bulgin, 22, of Williamsfield district in St James has been charged with the murder of Matthew Lettman.

The matter was subsequently set for mention in the Circuit Court on September 18 where Bulgin will be tried.

According to reports, at 5:38 am on March 7, police were patrolling along Jimmy Cliff Boulevard in the vicinity of a gift shop when they discovered Lettman lying on his back in a pool of blood.

Police investigations indicated that Bulgin had approached Lettman and dropped a large boulder on his head before fleeing.

Bulgin then returned to the scene and dropped the same boulder in Lettman’s head once more before fleeing. He repeated this seven times before fleeing with the boulder towards a nearby gift shop.

Citizens approached Lettman and called the cops. When the patrolling police arrived, they discovered Lettman’s motionless body with a wound to the head.

The injured man was assisted to the Cornwall Regional Hospital where he was pronounced dead.

Bulgin was subsequently charged.

During last Friday’s hearing, Smith-Ashley told Bulgin’s lawyer, Albert Morgan, that his client was not a suitable candidate for bail. Morgan then informed the judge that Bulgin had complained about being attacked in the cells at the Freeport lock-up and enquired about the possibility of him being transferred.

After hearing Bulgin’s complaints and his fear of remaining in the Freeport lock-up, the judge assured him that she would look into the situation.
