KINGSTON, Jamaica— The Kingston and St Andrew Municipal Corporation (KSAMC) is set to transition into phase two of its signage regularisation campaign, which will focus on enforcement measures to improve compliance among business operators.

The KSAMC, in a media release, said at the beginning of the campaign in January 2026, it offered a 20 per cent discount to encourage businesses to regularise their signage in accordance with municipal regulations. Despite sustained outreach and stakeholder engagement, compliance currently stands at 16 per cent.

Mayor of Kingston Andrew Swaby convened a strategic meeting with the Jamaica Constabulary Force (JCF) High Command for Areas 4 and 5 to strengthen enforcement capabilities and ensure greater compliance with signage regulations across the Corporate Area.

“The KSAMC is a very significant stakeholder, and as such, the KSAMC has our full support in ensuring that their duties are carried out in a safe and peaceful manner,” said Head of Area 4, Assistant Commissioner of Police Michael Phipps, in pledging his support.

“This campaign has always been about partnership and progress,” Swaby stated. “We provided ample opportunity for voluntary compliance through incentives and public education. As we now move into enforcement starting April 1, our goal is to ensure fairness, order, and a level playing field for all businesses.”

Throughout Phase 1, the KSAMC engaged a wide cross-section of stakeholders, including business operators, umbrella organisations such as the Small Business Association of Jamaica and the Private Sector Organization of Jamaica (PSOJ), as well as the general public through targeted radio advertisements and awareness initiatives.

It said phase two will see increased monitoring, inspections, and enforcement actions for non-compliant entities.

The KSAMC is urging all remaining business operators to take immediate steps to regularise their signage before enforcement activities commence.
