KINGSTON, Jamaica— The People’s National Party Youth Organisation (PNPYO) is calling on the Government to immediately publish the full details of the reported third-country nationals (TCN) arrangement with the United States (US).

“As Jamaica continues to face challenges related to healthcare, housing, crime, youth unemployment, and economic insecurity, Jamaica’s youth have a right to know why the Government is pursuing an agreement that could have significant legal, financial and social implications,” the group said in a press release on Friday.

“This is not a partisan issue. It is a matter of transparency, accountability and good governance. The Government has repeatedly stated that the United States will bear all associated costs. If that is the case, there should be no hesitation in publishing the agreement and all related documents for public scrutiny,” it added.

The PNPYO said it is particularly concerned that when questions were first raised by the Opposition and members of the public, the Government sought to dismiss legitimate concerns rather than provide full disclosure.

It added that subsequent developments have only reinforced the need for transparency and raised serious questions about whether the Jamaican people were given a complete and accurate account of the arrangement.

“Jamaica is a sovereign state, and our national interests must always come first. The Government must explain why it believes Jamaica is in a position to assume the risks associated with this arrangement when the country continues to face serious challenges of its own. Jamaica should not be expected to shoulder responsibilities arising from another country’s immigration policies without a clear, transparent and demonstrable benefit to the Jamaican people,” the PNPYO said.

The group said Jamaica’s youth are also concerned about the potential legal liabilities the country could assume by facilitating the transfer of third-country nationals against their will.

“If United States courts ultimately determine that such arrangements breach US law, Jamaicans deserve to know what legal, diplomatic or financial consequences could arise for Jamaica and whether those risks have been properly assessed. The country deserves answers to several fundamental questions: Who authorised the arrangement? What obligations has Jamaica accepted? What safeguards exist to protect national interests? What legal advice was obtained? And what are the long-term implications for Jamaica?” it questioned.

The PNPYO is calling for the publication of the full agreement, full disclosure of all legal and financial implications, and a parliamentary debate on the arrangement.
