What America’s Farm Bill Can Teach Jamaica About Food Safety (PART 1)
Imagine a farmer who receives practical training on safe irrigation practices, worker hygiene, and proper manure management before planting a single crop. Imagine a small food processor who learns how to identify contamination risks before launching a new product. Imagine a food handler who understands exactly why leaving cooked food outside temperature control for just one extra hour could make someone gravely ill.
Now imagine that none of these people ever require a visit from an inspector because they prevented the problem in the first place.
That is the direction many of the world’s leading food systems are heading. Rather than relying solely on inspections to catch unsafe food after it has already been produced, governments are investing heavily in preventing hazards before they occur. They are funding food safety research, strengthening agricultural extension services, expanding training programmes, supporting small food businesses, and equipping producers with the knowledge to recognise risks before they become outbreaks.
It is a philosophy that quietly sits within the proposed United States Farm, Food and National Security Act of 2026, better known as the Farm Bill. While much of the public discussion surrounding the legislation has centred on agricultural subsidies, nutrition assistance, and commodity programmes, one of its most significant messages has received far less attention. Food safety is increasingly being treated as an investment rather than simply a regulatory obligation.
Although the legislation was written with American agriculture in mind, its underlying philosophy raises an important question for Jamaica. Are we investing enough in preventing food safety failures before they happen, or are we still directing most of our attention toward finding problems after food has already entered the supply chain?
When Food Safety Becomes the Headline, Something Has Already Gone Wrong
Food safety has an unfortunate tendency to become visible only when it fails: A contaminated product triggers a recall. A restaurant is closed following an inspection. A foodborne illness outbreak sends dozens of people to hospital. Consumers understandably pay attention because these incidents affect public health and often attract extensive media coverage.
Yet the opposite rarely makes the news. No headlines celebrate the poultry farmer whose improved biosecurity programme prevented Salmonella from entering a flock. Few stories are written about the vegetable grower who routinely tests irrigation water and detects microbial contamination before planting begins. Consumers rarely hear about the food manufacturer whose environmental monitoring programme identified Listeria monocytogenes before products left the factory, preventing what could have become a nationwide recall.
These quiet successes occur every day. They save lives, protect businesses and strengthen consumer confidence, yet because they prevent crises rather than respond to them, they often go unnoticed. Ironically, the strongest food safety systems are often those that receive the least public attention because their greatest achievement is preventing outbreaks from occurring at all.
The Global Burden of Unsafe Food
The importance of prevention becomes even clearer when viewed against the global burden of foodborne disease. According to the World Health Organization (WHO), an estimated 866 million people — nearly one in every nine people worldwide — become ill each year after consuming contaminated food. Approximately 1.5 million people die annually, with children under the age of five accounting for almost 30 per cent of those deaths, despite representing a much smaller proportion of the world’s population.
Foodborne illnesses range from relatively mild gastrointestinal infections to life-threatening diseases caused by pathogens such as Salmonella, Escherichia coli, Campylobacter, and Listeria. They also include illnesses associated with viruses, parasites, naturally occurring toxins, and chemical contaminants.
The human toll is only part of the story. The World Bank estimates that unsafe food costs low- and middle-income countries more than US$110 billion every year through health-care expenses and lost productivity. Those figures do not account for food recalls, destroyed inventory, legal proceedings, trade restrictions, reputational damage, or the long-term financial impact on businesses struggling to regain consumer trust after a food safety incident.
Food safety, therefore, is no longer simply a public health issue; it is an economic issue, a trade issue; a tourism issue, and increasingly a national development issue.
The Farm Bill Reflects a Changing Philosophy
The proposed Farm Bill demonstrates how governments are beginning to think differently about food safety. Rather than focusing exclusively on enforcement, it continues support for food safety education, research, cooperative extension services and technical assistance designed to help producers identify and control hazards before products enter the marketplace.
One noteworthy provision supports practical guidance for small and very small meat processors in developing Hazard Analysis and Critical Control Point (HACCP) plans. Other provisions strengthen research programmes and extension services that translate scientific knowledge into practical solutions for farmers and food businesses.
This approach recognises an important reality. Food safety decisions are made long before an inspector arrives. Every decision regarding irrigation water, employee hygiene, sanitation, pest management, equipment maintenance, allergen control, cold chain management, and record keeping has the potential either to reduce risk or create it.
Inspectors play an indispensable role in verifying compliance, but they cannot supervise every decision made on every farm, in every factory, and in every restaurant every day. Knowledge, however, has the potential to influence those decisions continuously.
Education Is Often the Most Cost-Effective Intervention
Regulation and enforcement will always be fundamental pillars of food safety, but they are only part of a much larger system. Education remains one of the most cost-effective public health interventions available because it addresses the root causes of contamination rather than merely identifying the consequences.
A farmer who understands the risks associated with contaminated irrigation water is more likely to test water sources regularly. A food handler who understands bacterial growth rates is less likely to leave prepared food outside safe temperature ranges. A processor trained in allergen management is more likely to implement controls that prevent accidental cross-contact. These are not simply examples of regulatory compliance, but examples of informed decision-making.
Research consistently demonstrates that organisations with strong food safety cultures experience fewer non-conformities, fewer product recalls, and stronger overall compliance. Employees who understand why procedures exist are generally more committed to following them than those who simply comply because they fear inspection.
This is precisely why investment in training, extension services, and technical support should not be viewed as optional. They represent preventive public health measures with measurable economic and social benefits.
