KINGSTON, Jamaica—The Cannabis Licensing Authority (CLA) has moved to dispel misconceptions surrounding the licensing process for Jamaica’s regulated medical cannabis industry, stressing that registration through third parties or community groups does not constitute an application for a cannabis licence or guarantee approval.

In a statement on Friday, the authority reaffirmed its commitment to supporting traditional ganja farmers seeking to transition into the legal industry, while emphasising that all applicants must follow the statutory licensing process.

The CLA said it recognises the historic role of traditional ganja farmers and is committed to ensuring they receive accurate information on how to lawfully enter the regulated cannabis sector.

“As chairwoman of the CLA, I affirm that Jamaica’s traditional ganja farmers are foundational architects of our cannabis culture and industry. Their legacy guides us. Our mandate is to ensure that every farmer seeking to enter the regulated space receives clear information, honest guidance and a fair chance to meet the standards of the law. We honour their contribution, we safeguard the integrity of the licensing process, and we remain unwavering in our commitment to a system where respect, inclusion and compliance walk hand in hand,” said CLA Chairwoman Dr Nadeen Spence.

The authority stressed that registration by any third party, organisation, political representative, community group or intermediary does not amount to an application for a cannabis licence, approval by the CLA or a guarantee that a licence will be granted.

According to the statement, the licensing process is governed by law and requires applicants to submit the prescribed forms, supporting documentation and fees. Applications are then assessed in accordance with the established regulatory framework, with applicants also required, where applicable, to satisfy pre-licensing site inspections and any other conditions before a final decision is made.

The CLA also cautioned that no individual or organisation outside the authority has the power to guarantee a licence or bypass the due diligence required under the licensing framework. It said every application is assessed on its own merits against the applicable legal, regulatory, operational and compliance requirements.

The authority said it will increase public education activities over the next two weeks through its digital platforms to provide guidance on licence categories, application requirements, compliance expectations and the official process for engaging with the CLA.

The statement said the authority remains committed to lawful, transparent, fair and proportionate regulation and will continue working with traditional farmers, community stakeholders, industry participants and government partners to support the responsible development of Jamaica’s legal cannabis industry.
