FWCF welcomes new school grooming policy, calls for end to ‘rules are rules’ approach

KINGSTON, Jamaica — The Fi We Children Foundation (FWCF) has welcomed the announcement of a revised National Student Dress and Grooming Policy but is urging the Government to ensure that the new framework protects students’ rights and prevents arbitrary enforcement of appearance standards.

The announcement of the revised policy was made by Minister of Education and Youth Dr Dana Morris Dixon during the Jamaica Teachers’ Association’s 62nd Annual Conference at Ocean Coral Spring in Trelawny.

While welcoming the anticipated rollout, FWCF, in a statement on Thursday, said the urgency of addressing student grooming concerns must not be minimised. The foundation said the focus should extend beyond maintaining school standards to ensuring that rules are fair, reasonable, transparent and consistently applied.

FWCF responded to comments from the minister that “a school is not a runway”, arguing that the issue is not whether students should follow school rules, but whether those rules unfairly affect students’ dignity, identity, education and freedom of expression.

Under the current framework, schools have broad discretion in establishing and enforcing grooming requirements. FWCF said this has reportedly resulted in students being denied access to school over issues including belt buckles, uniform length and hairstyles.

The foundation expressed particular concern about reports of Black boys being required to cut or alter their hair to meet subjective definitions of what is considered “neat” or “well groomed”.

FWCF Legal Consultant and Attorney-at-Law Kayla Wright said grooming standards must be examined through the lens of student rights and cultural identity.

“It is not enough to dismiss genuine concerns about students’ rights by saying that ‘school is not a runway’. For Black boys and girls, hair can be an important part of identity, culture and self-expression. When standards of what is considered ‘well-groomed’ require Black students to conform to Eurocentric ideas of appearance, we must seriously examine the impact of those standards on their dignity and sense of self,” she said.

FWCF emphasised that its position is not a call for students to ignore school rules, but rather for rules to be fair, reasonable and free from discrimination.

The foundation warned that grooming-related disciplinary actions can have serious consequences, including students being excluded from classes or prevented from participating in important educational milestones such as graduation.

“Students should follow reasonable school rules, but rules must also respect students’ rights. A ‘rules are rules’ approach cannot be used to justify requirements that are arbitrary, discriminatory or disproportionate. The right to education, dignity, freedom of expression and cultural identity must remain central to any national grooming policy,” it said.

FWCF also pointed to recent developments that it said demonstrate the importance of focusing on academic achievement rather than appearance-based restrictions.

The foundation welcomed reports that Jamaica College has relaxed its hair grooming policy and highlighted the achievements of Guyanese student J’kell Whyte of Queen’s College, who was recognised among Guyana’s outstanding CSEC/CXC performers after sitting 27 subjects.

According to FWCF, Whyte’s achievement reinforces the need for education systems to prioritise excellence, opportunity and student development.

The foundation said the final National Student Dress and Grooming Policy should be clear, transparent, child-centred, rights-based and consistently applied across all schools.

FWCF is also calling for a review of the legislative framework, including the Education Act, to address the broad discretion currently given to school administrators and establish clearer national standards.
