Samuda heads Jamaica delegation to UNEP meeting in Kenya

KINGSTON, Jamaica — Minister of Water, Environment and Climate Change, Matthew Samuda, will lead Jamaica’s delegation to the 13th Annual Subcommittee Meeting of the Committee of Permanent Representatives (ASC-CPR13), being held in Nairobi, Kenya, from September 7 to 13, 2026.

The meeting forms part of Jamaica’s continued engagement in global environmental governance and will consider key matters relating to the work and priorities of the United Nations Environment Programme (UNEP), including its response to climate change, biodiversity and pollution.

Samuda’s participation is also significant as he serves as President of the eighth session of the United Nations Environment Assembly (UNEA-8), following his election by acclamation at UNEA-7.

In his capacity as UNEA-8 President, Minister Samuda has been leading preparations for the Assembly, including chairing Bureau meetings and engaging with the Committee of Permanent Representatives on matters relating to the upcoming session.

The ASC-CPR13 meeting will also provide an opportunity for discussions on the UN80 Initiative, which seeks to strengthen the efficiency and effectiveness of the United Nations system.

Samuda will be accompanied by Gillian Guthrie, chief technical director in the Ministry of Water, Environment and Climate Change and Jamaica’s accredited Permanent Representative to UNEP.
