Abean Cooper — from engineer to industry leader

WHEN a text message arrives in seconds, a video streams without buffering, or a phone call connects across continents, few people stop to consider the complex web of technology working quietly in the background. For Abean Cooper understanding — and helping to shape — that invisible network has become far more than a profession. It has become a lifelong pursuit.

Today, as manager of band planning at the Spectrum Management Authority (SMA), Cooper oversees one of Jamaica’s most valuable national assets — the radio frequency spectrum. Drawing on more than 15 years of experience in telecommunications engineering, project management and spectrum regulation, he plays a critical role in ensuring Jamaica is prepared for the next generation of digital communications.

“What has kept me interested in this field is that it never stands still,” said Cooper. “Every advancement brings a new challenge, and every challenge presents an opportunity to learn something new. That constant evolution is what has made this career so rewarding.”

Like many engineers, Cooper’s career began at the heart of network operations. As a network operations centre engineer at Claro he developed a strong technical foundation in maintaining and optimising telecommunications systems before joining Ericsson BJM where he rose from field engineer to implementation manager, leading projects across Jamaica and Latin America involving 2G, 3G, 4G, microwave and fibre optic networks.

The role was demanding but it was also where he developed the resilience and leadership skills that would define the rest of his career.

“Those early years taught me that success isn’t only about technical knowledge,” he reflected. “It’s about remaining calm under pressure, trusting your team, and being willing to adapt when circumstances change. Those are lessons I’ve carried with me ever since.”

Among the defining moments of his early career was being part of the management team that oversaw FLOW’s nationwide 4G-LTE upgrade, contributing to the successful roll-out of more than 300 sites. He also helped introduce some of the English-speaking Caribbean’s earliest 3G WCDMA, 4G-LTE, and Voice over IP networks before leading telecommunications restoration efforts in The Bahamas following Hurricane Irma.

Those experiences changed his perspective on the role telecommunications plays in everyday life.

“Working on network restoration after Hurricane Irma reinforced just how essential communications become during a crisis,” he said. “In those moments reliable networks aren’t simply about convenience — they help families reconnect, businesses recover, and emergency services respond when people need them most.”

That appreciation for the broader impact of the industry ultimately drew Cooper away from network deployment and into spectrum management, where he could help shape the framework that enables communications across the country.

After joining the Spectrum Management Authority in 2020 as a telecommunications engineer, he shifted his focus from delivering infrastructure projects to developing the policies and spectrum plans that support them. In December 2023 he was appointed manager of the Band Planning Unit.

“Moving into spectrum management allowed me to see the bigger picture,” Cooper explained. “Instead of focusing on one network or one project, I now have the opportunity to contribute to decisions that can benefit the entire telecommunications landscape and support Jamaica’s long-term development.”

Since assuming leadership of the unit Cooper has helped guide several initiatives that have modernised Jamaica’s spectrum management framework. From expanding the authority’s remote-monitoring, direction-finding systems network to supporting the country’s landmark 600 MHz spectrum initiative, his work has helped lay the foundation for future communications technologies while strengthening national resilience.

While his work is grounded in engineering, Cooper believes his greatest achievements have always been the result of collaboration.

“Some of the best decisions I’ve been part of came from listening to people with different perspectives,” he said. “No one person has every answer. Strong teams are built on trust, collaboration, and a willingness to learn from one another.”

Cooper’s expertise has earned him a seat at regional and international discussions shaping the future of telecommunications in the Caribbean. Through the Caribbean Telecommunications Union Task Force and the Inter-American Telecommunication Commission, Cooper has contributed to regional discussions on spectrum management, digital inclusion, and emerging technologies while representing Jamaica at conferences and technical forums. He has also used media engagements to help explain complex telecommunications issues in ways the public can understand.

Away from policy discussions and technical forums, Cooper has remained committed to investing in the next generation of engineers. As a former lecturer in the Faculty of Science and Technology at The University of the West Indies, Mona, he taught final-year engineering and electronics students while also serving as chairman of the executive committee for strata corporation PSP9.

For young Jamaicans considering careers in engineering or technology, Cooper hopes his own experience demonstrates that success isn’t defined by having every step planned from the outset.

“You don’t need to have your entire career mapped out,” he said. “Focus on doing each job well, stay open to new opportunities, and don’t be afraid to step outside your comfort zone. Many of the experiences that shaped my career were ones I never expected, but they prepared me for where I am today.”

From overseeing network deployments to helping shape the policies that underpin Jamaica’s communications landscape, Cooper’s career mirrors the evolution of the industry itself. While much of his work happens behind the scenes, its impact is woven into everyday life – every text sent, every call completed, and every connection that helps keep Jamaica moving forward.
