Phillips regrets House outburst, says Mckenzie insulted his deceased mother

KINGSTON, Jamaica — Manchester North Western Member of Parliament (MP) Mikael Phillips has apologised for his use of an expletive during Tuesday’s confrontation at Gordon House, while accusing Government MP Desmond McKenzie of making an offensive remark about his deceased mother.

Phillips, in a statement Wednesday, said he regretted his response to the exchange but insisted that accounts of the incident circulated by Deputy Leader of Government Business Robert Nesta Morgan were “inaccurate and misleading”.

According to Phillips, he was standing with two other Opposition MPs discussing the circumstances surrounding the premature adjournment of the House of Representatives when the speaker exited the chamber.

He alleged that shortly after the speaker left, McKenzie, the MP for Kingston Western, verbally attacked him.

“As soon as the speaker left, the Member of Parliament for Kingston Western, Desmond McKenzie, verbally attacked me, making an offensive reference to my deceased mother. He then repeated the offence,” Phillips explained.

The Opposition MP acknowledged that he became angry and responded with an expletive, describing his reaction as inappropriate.

“My reaction was inappropriate, and I regret that I allowed myself to respond in that manner. I sincerely apologise to the Jamaican people,” he said.

However, he rejected Morgan’s claim that he pushed Opposition Leader Mark Golding during the confrontation, maintaining that Golding was not involved in the incident.

Phillips also said that although two Government MPs intervened, he did not physically touch either of them.

Questioning Morgan’s account, Phillips argued that the deputy leader of government business was not in the immediate vicinity when the incident occurred.

“It is deeply irresponsible for a Member of Parliament, particularly one entrusted with a leadership role in the House, to circulate an account that is so fundamentally at odds with what actually occurred. Mr Morgan should withdraw his false and malicious claims immediately,” Phillips said.

The Manchester North Western MP also linked the confrontation to growing tensions in Parliament, accusing the Government of repeatedly seeking to curtail debate and restrict the Opposition’s participation in parliamentary proceedings.

He argued that efforts to limit members’ opportunities to speak and debate have contributed to an increasingly strained atmosphere in the House and undermined parliamentary order.

“The right of elected representatives to speak, question and debate is fundamental to our parliamentary democracy. When those rights are repeatedly frustrated, it undermines the proper functioning of Parliament and contributes to an atmosphere of unnecessary tension,” he said.

Phillips maintained that Parliament should remain a place where differing views can be expressed freely and respectfully, while acknowledging that all MPs have a responsibility to uphold order and decorum.

He called for restraint from both sides of the House and urged the Government to respect the rights of elected representatives to perform their parliamentary duties without unnecessary obstruction.
