Performance based contracts to be established for commissioned JCF ranks
KINGSTON, Jamaica — Minister of National Security, Robert Montague today indicated that all members of the Jamaica Constabulary Force (JCF) who reach the commissioned ranks (assistant commissioner, deputy commissioner, commissioner of police) will have to sign contracts with clearly stated performance indicators.
Speaking with OBSERVER ONLINE a short while ago, Montague said that for sure the next commissioner of police will have to sign a contract to include performance targets.
“This is the obvious way to go. All the members of the constabulary who reach the commissioned ranks, including, of course, the commissioner of police will in short order have to sign contracts.
“They have to enter these commissioned ranks with a plan, and with a clear knowledge that their tenure will have to juxtapose against prescribed targets,” Montague said.
At present not all police officers within the commissioned ranks are on contract. Commissioner of Police, Carl Williams who is set to start his retirement at the end of this week was not on a contract.
