The National Works Agency views with dismay the article in the September 20, 2012, issue of the Jamaica Observer, “Roadwork hurting us, say Bay Farm Road businesses”.

Efforts to contact the NWA would have provided pertinent information about the project and clarified misunderstandings. For the record, these are the facts.

A kerb wall is a concrete boundary that retains the sidewalk and defines the end of the roadway. It keeps normal storm water within the limits of the road and channels it to the drain. It is not meant to hinder parking of customers who are conducting business in the plaza.

The kerb walls have also been constructed to facilitate the disabled and people who use wheelchairs. Sidewalks are constructed for pedestrians and not for parking motor vehicles. Any approval given for commercial activity requires the business operator to make available adequate and appropriate parking for customers, provided it is officially approved.

Illegal parking along our roadways which contributes to traffic snarls, delays or congestion is a matter for law enforcement.

The NWA made considerable efforts to advise all stakeholders about this project by way of news releases, radio programmes and public meetings. Large signs announcing the project were placed at both ends of the corridor.

We regret any inconvenience or misunderstanding that may have been caused as we continue working to improve the roadway for the comfort of the residents in this community and the motorists and pedestrians who use it as we seek to fulfil our mandate.
