KINGSTON, Jamaica — The Police High Command has responded to suggestions that the Jamaica Constabulary Force (JCF) has not conducted the Administrative Review into the 2010 West Kingston Operation.

In a release today from the JCF’s Corporate Communication Unit (CCU), the High Command confirmed that it has adhered to the recommendations of the enquiry report.

The JCF said the review was conducted between February 28 and June 18, 2017‎ and the final report submitted to Commissioner of Police George Quallo on July 7, 2017.

Additionally, the review committee was chaired by a Deputy Commissioner of Police and four prominent members of civil society.

The committee was required to examine the operations plan to determine if the command structure was appropriate; if the command protocol was adequate; if the span of command was clear; the span of command was effective; and if the system to ensure effective and adequate investigation in the event of the resort to the use of force by members of the JCF existed and was followed

Additionally, the committee was to determine, in light of the findings above, whether the conduct of the named officers amounted to misconduct and to make recommendations consistent with the findings.

The JCF advised that there were nine overall recommendations based on the findings.

Commissioner Quallo is presently having the report shared with the various oversight bodies for the JCF.
