Jamaica launches Destination Assurance Framework and Strategy to boost tourism product
KINGSTON, Jamaica—More than five years in the making, Jamaica’s Destination Assurance Framework and Strategy (DAFS) document was tabled in the House of Representatives on Tuesday.
A production of the Ministry of Tourism, DAFS responds to eight priority issues identified from a comprehensive review of the current tourism landscape. These are:
• Complexity of the licensing system; the process requires significant time and financial investment from tourism enterprises.
• Fragmented coordination among Government ministries, departments and agencies; there is a lack of streamlined collaboration between those involved in the licensing process.
• Lack of an automated system; the absence of automation hinders efficiency in the licensing and compliance processes.
• Gaps in existing tourism standards – current standards do not fully address all necessary aspects of tourism operations.
• Insufficient focus on continuous improvement – there is a need for more emphasis on fostering ongoing improvements in the operation of tourism enterprises.
• Inadequate resilience and sustainability planning cites that both tourism enterprises and destinations lack sufficient planning to address resilience and sustainability concerns.
• Deficiencies in destination management identifies that there is a need to strengthen the governance structure for managing tourism destinations.
• Concerns about visitor safety and security highlight that persistent safety and security issues remain a concern across the tourism industry.
To address these challenges, the DAFS will focus on four main goals:
-A streamlined tourism licensing system to improve efficiency and reduce complexity for tourism enterprises.
-A Destination Assurance Certification Programme that builds on the existing compliance framework, promoting quality and sustainability standards for tourism enterprises.
-Established permanent regional management structures to enhance the effective management and oversight of local destinations.
-Enhanced shared management and monitoring systems for destination assurance to improve coordination and ensure continuous improvement.
According to the executive summary, the DAFS proposes streamlining the licensing process, introducing voluntary quality and sustainability standards, and implementing a certification programme for both tourism enterprises and local destinations.
It will foster a culture of continuous improvement and catalyze change at two key levels: within tourism enterprises and across local destinations.
DAFS will be implemented in phases over a five-year period.
The document notes that tourism is a critical sector for Jamaica contributing significantly to the country’s economy. It cites that in 2019, tourism accounted for 31 per cent of Jamaica’s gross domestic product (GDP), 33 per cent of total employment, and nearly 57 per cent of exports, according to the World Travel & Tourism Council.
“With direct contributions of 9.8 per cent to GDP and 12.8 per cent to the labor force, tourism is Jamaica’s leading sector in terms of economic impact, job creation, and foreign revenue generation,” it said. It also notes that globally, Jamaica ranks 16th in terms of economic dependence on tourism.
“To maintain its competitive edge, Jamaica must deliver high-quality, sustainable tourism products and services throughout the tourism value chain while addressing risks such as climate change and natural disasters,” said the authors.
They note that recognising this, the Government began the process of development of the DAFS in June 2020 through the Ministry of Tourism.
The executive summary notes that Destination Assurance represents Jamaica’s commitment to delivering an authentic, safe, and seamless visitor experience that respects both the community and the environment.
“Unlike the more common term “quality assurance,” Jamaica’s concept of destination assurance guarantees that the country will meet and exceed visitor expectations while enhancing the quality of life of its residents and maintaining the integrity of its cultural and natural resources. The slogan “Visitor Confidence and Satisfaction: Our Commitment” encapsulates this promise”.
The DAFS serves as a strategic blueprint to enhance the quality and sustainability of tourism products and services by ensuring compliance with both mandatory and voluntary standards. It expands the current focus on compliance by integrating quality and sustainability standards for tourism enterprises and local destinations, aiming to align Jamaica’s tourism sector with internationally recognised benchmarks for quality, sustainability, and resilience.
