BVI probes US$2.5-million Delta Capital investment

Premier admits public funds were invested without required approvals

KINGSTON, Jamaica — THE British Virgin Islands (BVI) Government is investigating how US$2.5 million in public funds was invested with Jamaica-linked Delta Capital Partners in 2025 without the required financial approvals.

BVI Premier Dr Natalio Wheatley admitted during a July 24 press conference that the transaction was not approved by either the minister of finance or the financial secretary.

“I was not aware of it at the time,” Wheatley said, adding that the investment represented another instance in which financial legislation was not followed.

The transaction is now being investigated by the BVI Financial Investigation Agency. Wheatley said he would provide further information after receiving the agency’s findings.

The premier also acknowledged broader failures within the Ministry of Finance and said corrective measures had since been introduced.

“We recognise that that’s a failing within the Ministry of Finance,” he said.

The case has been compared with a separate US$5-million government deposit at the now-defunct Bank of Asia. Wheatley previously said that the transaction was also made without the required approvals. Cabinet has subsequently adopted an investment strategy governing the placement of public funds.

The latest BVI disclosure reported on bvinews.com, did not identify who authorised the Delta investment, the financial instrument involved or how much of the money remains recoverable.

Delta Capital Partners Limited is among three companies charged in Jamaica’s continuing investigation into collapsed investment firm Stocks and Securities Limited (SSL).

Jamaica’s own Financial Investigations Division said charges were filed in December 2025 against Delta, SSL, SSL Growth Equity Limited and three former executives over alleged breaches of financial and company legislation.

Those charges were laid after the BVI investment was made. The allegations remain before the Jamaican courts and have not been proven.
