The facts are the facts

Whenever behaviours and practices pose a health risk to a population, standard protocol is to recommend desisting from such practices and behaviours.
A recent example is the Ministry of Health’s vigorous attempt to discourage smoking since the incidence of lung cancer and other respiratory conditions is highest in smokers than in non-smokers.
According to UNAIDS Report 2010/11, in Jamaica, the incidence of persons living with HIV is highest among men who have sex with men — 32 per cent as against 1.7 per cent in the rest of the adult population.
Why then is Professor Bain, an experienced public health professional, being victimised for discouraging the practice of men having sex with men? Do we change the rules to suit the occasion?
