Indecom appeals for witnesses in Granville fatal shooting as police killing tally rises to 130
ST JAMES, Jamaica — The Independent Commission of Investigations (Indecom) is appealing to members of the public who may have witnessed Sunday’s fatal police shooting of a woman in Granville Square to come forward, including persons who were travelling in the vehicle driven by the deceased, Latoya Bulgin.
The appeal follows the circulation of CCTV footage on social media capturing the fatal shooting of Bulgin, affectionately known as “Buju”, a mother of two, businesswoman and resident of Gunns Drive in Granville, St James.
Reports are that Bulgin was among residents protesting the fatal shooting of 17-year-old Tjey Edwards when she was shot while seated behind the steering wheel of a Toyota Voxy in the community square. She later died while undergoing treatment at hospital.

In a statement issued Monday, Indecom said the emergence of video evidence recorded by citizens in incidents involving the use of force by law enforcement continues to highlight the importance of technology and independent visual documentation in modern policing oversight.
According to the commission, such footage is often critical in providing context regarding the actions of both law enforcement personnel and civilians before, during and after incidents. It said the recordings assist investigators in assessing the conduct of all parties involved, as well as determining the necessity and proportionality of the use of force.
Indecom added that video footage also enables the Police High Command to make more timely and informed administrative and operational decisions following such incidents, including decisions relating to officer deployment, front-line assignments and other supervisory actions pending the outcome of investigations.
However, the commission cautioned that while video recordings may capture significant portions of an incident, investigations require a comprehensive review of all available evidence, including official statements and witness accounts.

Indecom said Bulgin’s death has pushed the number of people fatally shot by the security forces in May 2026 to 15, including two men killed in a police shooting in Hague, Trelawny, on May 16.
Year to date, the commission said 130 people have been fatally shot by members of the security forces, compared to 129 for the corresponding period in 2025.
The commission further noted that none of the three police officers reportedly assigned to crowd control duties at the protest were issued or wearing body-worn cameras at the time of the fatal shooting.
