Glimmer of hope
Merl Grove High School on Constant Spring Road, St Andrew (Naplhtai Junior)

Glimmer of hope

A tenuous hope sparked at the weekend, following a decisive intervention by the Ministry of Education, Skills, Youth and Information, into the protracted five-year dispute that has shaken the
Merl Grove High School community.

The ministry’s Regional Educational Services, last Friday, mobilised an estimated 100 Merl Grove stakeholders and interested parties to the dispute which has pitted the school board, led by Chairman David Hall, against the principal of the institution, Dr Marjorie Fullerton.

Ahead of the meeting held under the theme ‘Restore, Rebuild, Renew’, the ministry advised the school to request parents to have their children study at home for the day, apparently to spare them any potential tension that could ensue.

But Jamaica Observer sources, who spoke on condition of anonymity to discuss internal matters, said in the hours before the gathering, the ministry turned down a request from the principal to have representatives accompany her to the meeting.

These would include her lawyer; the Jamaica Teachers’ Association (JTA); the Jamaica Association of Principals of Secondary Schools (JAPSS); a colleague school principal; and a human resource expert.

In particular, Fullerton wanted the school’s alumni association or alumni stakeholders to attend, “given the significant role that alumni continue to play in the development, support, and advancement of Merl Grove High School”, the sources said.

However, the ministry’s lead person explained that the discussions had not yet reached the stage where that level of representation was necessary but would be considered for the appropriate stage.

The meeting was being spearheaded by the ministry not as a formal hearing, but to allow internal stakeholders to express their concerns and work towards achieving a more harmonious and conducive environment, the sources told the
Observer.

In the end, the ministry agreed that the alumni representatives could attend as requested by Dr Fullerton. The newspaper also spotted two of her principal colleagues on the school compound Friday.

Adding a touch of drama to the day’s events, a group of teachers dressed in black carried out a silent protest on the campus.

The
Observer learned Sunday that the ministry would be reviewing the outcome of the discussions for a follow-up meeting to be decided. Some stakeholders said they were hopeful that the meeting would achieve a resolution but suggested that some of the issues were thorny and would require patience and a willingness to end the dispute.

“A lot of water has gone under the bridge. Egos were bruised and people felt that they were being slighted, hence the level of angst you are seeing,” a source, who attended the meeting, said.

The debacle at Merl Grove High School exploded into public view on September 10, 2021 after the controversial suspension of Principal Fullerton, whose appointment in 2015 set off a nasty struggle with Vice-Principal Loretta Ricketts.

What started off as a struggle between the two key leaders at the school, escalated into “all-out war” between the principal and Hall’s church-dominated school board which apparently sided with the vice-principal, resulting in the suspension and then dismissal of Dr Fullerton in 2022.

A March 2026 ruling by the Supreme Court of Jamaica, that Fullerton be reinstated, and intervention and prayers by the Assemblies of God church failed to douse the in-fighting, with Fullerton complaining that she been locked out of the school e-mail and the financial accounts, and not paid for the four years while she fought her dismissal in the courts.

Concerned about how the internal fight has been affecting students, the Merl Grove Parents Teachers’ Association (PTA) in September declared: “…whatever disagreements may exist between parents, the administration, or other stakeholders, students should never be made to carry the burden of those differences or be placed in circumstances where they feel caught between the adults responsible for their education and welfare”.

The JAPSS, worried about the circumstances under which Dr Fullerton had been working, last week entered the fray, requesting a meeting with the school board to seek a resolution.

“Our intention is to engage in a respectful and solution-oriented discussion with a view to exploring opportunities for mediation and facilitating an amicable and sustainable resolution that supports Dr Fullerton in the effective discharge of her duties, and advances the best interests of Merl Grove High and its wider community,” the JAPSS said.

For its part, the PTA urged the board of management and the Ministry of Education, Skills, Youth and Information “to move beyond informal interventions and undertake an objective and timely assessment of the present leadership situation”.

In summoning the stakeholders to Friday’s meeting, the ministry said: “Given the nature and frequency of the concerns raised by both parties in numerous e-mail communications, it is evident that substantive intervention is required to facilitate a resolution and strengthen the school’s governance and operational effectiveness.”
